INVOCATION:
Pastor Matthew Lash from Advent Lutheran Church prepared the invocation.


BOARD COMMENTS:
The Board had all good comments about the celebrations held in our schools in honor of Veteran's Day.  They also commented on Mr. Price being honored at Augusta Prep at the Chamber's Success meeting.

PUBLIC PARTICIPATION:
Karen Ribble, CCBOE Community Relations, spoke on behalf of  GSPRA Chapter President Mike Wooten and presented Mr. Price the GSPRA award for Outstanding Leadership in School/Community Relations. Read text of speech.

BOARD ITEMS:
Roxanne Whitaker handed all BOE members information from GSBA.  Wayne Bridges provided an update and handout from the Consortium of School Funding asking to reconsider proposal.

 

NEXT MEETING:
The next scheduled Board meeting will be a Study Session on November 28 at the Board of Education Office in Evans at 6:00pm.

Present were Superintendent Thomas A. Price, Chairman Wayne Bridges,, Vice-Chair Roxanne Whitaker, Mildred Blackburn, Regina Buccafusco, and Mike Sleeper.

BOARD APPROVALS
Consent Items. 
The Board gave final approval of consent items: minutes of 9/25/06, 9/26/06, 10/3/06, 10/10/06 and 10/17/06, September financials, employee travel, fundraisers, gift and donations, athletic camps, and partners in education. The Board also gave approval to Judge Flanagan's proposed Actions and Consequences Program and the contract renewal with Community Service Board of East Central Georgia.
Budget Amendments/Transfers. The Board gave final approval to the following General Fund or Special Revenue Amendments/Transfers: Budget Amendment No. 13 -Budget donation to the Alternative School from Judge Flanagan for the purchase of security camera ($2,000);
Budget Amendment No. 14 - To budget a matching competitive grant for Lewiston Elementary and Greenbrier Middle Junior League of Augusta Grants ($950);   Budget Amendment No. 15 - To budget the difference in the estimated K-8 Reading & Math Grant and the actual allocation received from the State (-$32,798); .Budget Amendment No. 16 -To budget a matching competitive grant for Columbia Middle from Junior League of Augusta Grant; ($178);   Budget Amendment No. 17 - To purchase paper shredders for every school ($12,480);  Budget Amendment No. 18 - To adjust the Lottery Pre-K budget to match actual funds to be received instead of the preliminary budget estimate ($11,426); Budget Amendment No. 19 - To budget the Vocational Youth Apprenticeship Grant ($32,298); Budget Amendment No. 20 -  To budget the difference in the estimated vocational supervisor grant and the actual allocation ($20,849); Budget Amendment No. 21 - To budget the difference in the estimated vocational extended day grant and the actual allocation ($-12,540); Budget Amendment No. 22 – To budget the difference in the estimated vocational extended day grant and the actual allocation. ($1,064); Budget Amendment No. 23 - To budget the difference in the estimated vocational extended year grant and the actual allocation ($262); Budget Amendment No. 24 - To budget the difference in the estimated Title III LEP grant and the actual allocation ($2,837); Budget Amendment No. 25 - To budget the difference in the estimated Special Education Federal Preschool Grant and the actual allocation ($402); Budget Amendment No. 26 - To budget the difference in the estimated Title V Innovation grant and the actual allocation ($-22,332); Budget Amendment No. 27 - To budget the difference in the estimated Title IIA grant and the actual allocation ($-18,699); Budget Amendment No. 28 - To budget the difference in the estimated Special Education State Pre-School Grant and the actual allocation ($-17,833); and Budget Amendment No. 29 - To budget the difference in the estimated Safe and Drug Free Grant and the actual allocation ($-28,115).
Board Policies.  The Board gave final approval to a new policy and procedure GBU (2)/CB (2) - Confidential Records.

2007-2008 Projected Enrollment.  The Board gave tentative approval to a system  projected enrollment for 2007-2008 of 22,107 students or an increase of 680 students. Mr. Price will work on projections for individual schools at present at a later date.

BUILDING PROGRAM
Project Update.   Mr. Price updated the Board on the various building projects going on within the county: painting at LHS; Consumer science lab upgrades at CMS/HMS; Evans Middle (completed 10/30/06);  New Administration Building (3rd floor completed 10/16/06);  Twelve Classroom Additions at Lewiston and River Ridge; the New Elementary School in Grovetown (view progress); and  the New Middle School #3 on Blackstone Camp Road (view progress). 
Request to Purchase .32 of an acre of Evans High School Property.  Mr. Price presented to the Board a developer's proposal to purchase an area of EHS behind the stadium for access to a new subdivision.  The Board agreed to table it to review at next meeting.

SUPERINTENDENT'S REPORT
Zoning Options for Elementary No. 6 in Grovetown.  Mr. Nagle began a discussion on the rezoning possibilities for the new elementary school in Grovetown. Elementary school zones were reviewed for North Harlem, Euchee Creek, Grovetown, Lewiston, and Brookwood. Mr. Nagle will provide detail maps for public input at the next BOE meeting.
2005-2006 System Annual Report.  Mr. Price presented the 2005-2006 System Annual Report, which includes outlines progress made toward meeting our system goals. (View report)
Columbia County Critical Incident Response.  Mr. Price reviewed the Columbia County Critical Incident Response prepared by Pam Tucker's office.  The report outlines our responsibilities for Columbia County Schools in the event of an area emergency.
