BOARD COMMENTS:
Board members thanked Mr. Dhillon for showing support for our teachers.  Board members also expressed pride in our schools for being creative and raising funds for  victims of Hurricane Katrina. "We're happy to be a part of all the wonderful events going on in our county," said Ms. Blackburn

PUBLIC PARTICIPATION:
There was no public participation.

BOARD ITEMS:
The Board reviewed a draft resolution from GSBA/GSSA asking local Boards to consider passing a resolution that  opposes a shift from local property taxes for schools to a statewide three percent sales tax.  The Board will review over the next couple of weeks.

Present were Superintendent Thomas A. Price, Chairman Regina Buccafusco, Vice-Chair Wayne Bridges, Mildred Blackburn,  and Mike Sleeper.

BOARD APPROVALS
Consent Items. 
The Board gave final approval of consent items: minutes of 8/23/05, and 9/13/05, August financials, employee travel, fundraisers, gifts and donations, athletic camps, and school/business partnerships.
Budget Amendments/Transfers. The Board gave final approval to the following General Fund or Special Revenue Amendments/Transfers: Budget Amendment No. 10 - Budget additional media book funds for 27 schools ($19,609); Budget Amendment No. 11 - Adjust preliminary budget to actual allocation received (-$19,609); Budget Amendment No. 12 - Adjust instructional supplies for schools whose enrollment exceeded the budgeted estimate ($27,840);
BOE Policies. The Board gave final approval for Policy JGI - Student Welfare - Child Abuse.
 

BUILDING PROGRAM
Project Update.   Mr. Price updated the Board on the various building projects going on within the county: painting at  Evans High, stage additions at EES and NCE, EHS Re-roof/HVAC, Evans Middle (projected completion date of 7/1/06, and the New Administration Building (projected completion date 5/17/06).
Change Order No. 5 - Columbia County Administration Building. The Board approved a change order for additional structural support for the third floor of the new administration building at an increased cost of $4,300.
Purchase of Mobile Classrooms.  Since several schools have experienced more growth than was projected and are at capacity (ECE, LES, RRE), Mr. Price requested that the Board purchase five mobile classrooms immediately at a cost of $22,500 and a lead time of 9-12 weeks from William Scotman.  CCBOE has purchased 19 from William Scotman since July 2004. The Board approved the immediate purchase of five mobile classrooms, and Mr. Price will bring a budget amendment at the next BOE meeting.

SUPERINTENDENT'S REPORT
EMS/EHS Columns.  Mr. Price presented to the Board ideas from parents and the general public on the transfer of Old Evans High School Columns.  Some of these ideas include transferring the columns to the new middle school, Evans High School, the new district office, and the new library.  Mr. Price has heard from a prominent resident that may volunteer to spearhead a group of former Evans High graduates to coordinate project.
1st Hour publications.  Mr. Price reminded the Board that the second edition of a system newsletter funded by 1st Hour Publications will be mailed to every resident this week at no expense to taxpayers.
National School Bus Safety Week - Oct. 17- 21.
Mr. Price reminded the Board of the Transportation Appreciation Luncheon on Oct. 20 at 9:30am at Grace Baptist Church.
 

PERSONNEL RECOMMENDATIONS
On the recommendations of Superintendent Price, the personnel recommendations were approved as presented. 

SPECIAL RECOGNITIONS:

Mr. Dhillon presented gift certificates for free gas at Allen's Country Store to the Teachers of the Year. Pictured above are: Columbia County Teacher of the Year, Ms. Leanne Fleishauer, Mr. Dhillon, and Mr. Jon Johnson, LHS Teacher of the Year.

 Mr. Price recognized Jaspal Bhatia, Lakeside student,  for being selected to the State Superintdnet of Schools Student Advisory Committee.

Mr. Price was pleased to present that the Lakeside High School Healthcare Science Technology Education Program received Industry Specialization.  Ms. Rhonda Dunn , and Mr. Michael Canady were recognized for this great accomplishment.  Congratulations LHS!

Scheduled Board meeting will be a Study Session on October 25, 2005 at the Board of Education Office in Appling at 6:00pm
