An unofficial summary of discussions, presentations, and actions of the Columbia County Board of Education

Present were Superintendent Thomas A. Price, Chairman

Mildred Blackburn,  Wayne Bridges, Regina Buccafusco and Lee Muns.

BOARD COMMENTS
The Board gave special recognitions to HHS drama, and the start of football season.

BOARD ITEMS
Ms. Regina Buccafusco will schedule a public forum in her district on September 25, 2004.  The location will be announced at a later date.

 

NEXT MEETING
Next meeting will be a Regular Session on September 14, 2004 at the Government Complex in Evans.

SPECIAL RECOGNITIONS

Mr. Price gave special recognitions to
our State winners for the Young Georgia Authors.
Kira Lober, 3rd grade-NHE, and
Rachael Barkie, 12th grade, HHS



Rachael Barkie, 12th grade, HHS could not attend and her language arts teacher, Ms. Finney accepted on her behalf.



Mr. Price gave special recognitions to
Charles Anderson, for receiving a Honorary American Degree from the Future Farmers of America (FFA)



PUBLIC PARTICIPATION
There was no public participation at this meeting.
 

 

BOARD APPROVALS
Consent Items. 
The Board gave final approval of consent items: July financials,  travel, fundraisers, gifts & donations, and athletic or summer camps.
Budget Amendments/Transfers. The Board  gave approval for the following: No. 2 - Transfer funds to the building fund for the construction of the new administrative building ($1,000,000); No. 3 - Addition of personnel (7.5 teacher, 1 parapro, and 2.5 assistant principal) and instructional supplies  due to increased enrollment. ($603,060)
BOE Policies/Procedures.
The Board approved the BOE Policy IDE-Competitive/Non-Competitive Extracurricular Activities Grades 6-12.
Computer Printers.  The Board approved the bid results for computer printers and contract award.

BUILDING PROGRAM
Project Update.   Mr. Price updated the Board on the various building projects going on within the county: Painting at STC gym,  stages, athletic facility at GHS, and EHS Re-roof and EHS/HHS HVAC project.
New Elementary School.
  Columbia County Government has approved all water systems installed by site contractor.  Approximately, 70% of rear parking is paved. Masonry footings, and under slab rough-in  have started.
New Administration Building. Drawings have been submitted to the architect.
New EMS.
  Timbering proposal has been submitted. The Board approved the FY06 Capital outlay application for EMS Project.

SUPERINTENDENT'S REPORT
Opening of Schools.  Mr. Price provided an update on the opening of schools.  We have a total enrollment of 20,200 and only 8 students are exercising school choice. Our online course offerings through the Gwinnett County and the GADOE show that we have 54 students enrolled in these courses.
Strategic Planning

Dr. Williams provided an update to the Board on our Strategic Planning Committees and SACS District-wide accreditation.
Architectural Service. Mr. Price presented to the Board a request for proposal for architectural services to review for the next new middle school.
Consortium for Adequate School Funding. Mr. Price answered questions by the Board about the membership fee ($1/FTE) and additional yearly fee ($2/FTE) for legal fees. Mr. Fleming, legal counsel, will investigate additional legal questions.
Mr. Price reminded the Board of a few events:

  • August 27, 2004, Superintendent Cox's visit.
  • September 23, 2004, at 6:30pm – Teacher of the Year Dinner.

PERSONNEL RECOMMENDATIONS
On the recommendation of Superintendent Price, the personnel recommendations were approved as presented.
