Columbia
County Board
of Education.

Present
were Superintendent Charles R. Nagle, Chairman Regina Buccafusco,
Vice-Chair Mike Sleeper, Mildred Blackburn, Wayne Bridges, and
Roxanne Whitaker. Pastor Jack Custer from Bible Cathedral
conducted the invocation.

The
Board congratulated Michele Rigsby, Columbia County Teacher of the
Year, for being selected as one of the ten finalists for Georgia
Teacher of the Year. |

APPROVALS |
Consent
Items. The
Board gave final approval of consent items: minutes of
01/13/09,
December financials, employee travel, fundraisers,
partnerships, gifts and donations, and program/camp employee
participation request. The Board gave final approval for a
waiver request of Policy IED (2) from Lakeside High.
Budget
Amendments. The
Board gave final approval to the following Budget Amendments and/or
Transfers: Budget Transfer No. 6 - Transfer Harlem Middle School
board grant from instructional to improvement of instruction; Budget
Amendment No. 32 - To budget the AT&T grant for the
implementation of LJCreate, Science, Technology, Engineering, and
Math Program ($50,000); Budget Amendment No. 33 - to budget matching
competitive grant funds for Evans Middle from DonorsChoose.org
($236); Budget Amendment No. 34 - To budget Title I Distinguished
Schools funds ($4,210); and Budget Amendment No. 35 - To
budget matching competitive grant funds for Martinez Elementary from
Armed Forces Communication and Electronics Association/Science
Teaching Tools and from Target Field Trip Grant
($1,009).
Board
Policies. The
Board gave tentative approval to the following policies: Policy GBM
- Transfer of Professional Personnel; Policy GBA (4) - Retired
Employees Returning to Work; and Policy JBCCA (1) - Assignment to

BUILDING
PROGRAM |
Project
Update. Mr.
Nagle updated the Board on the various building projects going on
within the county: re-roofing projects at EES (view progress), MES, HMS, and LHS (view progress); and Grovetown High School on
Chamblin Road (view progress). The Board approved Change Order
No. 1 for Lakeside High Roofing Project ($21,500) to add roof drain
inserts. |

SUPERINTENDENT'S
REPORT/ANNOUNCEMENTS |

Non-Certified
Personnel Allocations 2009-2010. Mr.
Nagle reviewed the non-certified personnel allocations for
2009-2010. Based on budget discussions at the Board's Retreat,
reductions were shown by individual schools with a total reduction
of 49 full-time positions. Primarily, reductions were
accomplished by increasing class sizes for grades K-2 while staying
within the state's original guidelines and planning for normal
attrition in special education programs. Other areas impacted
with reductions are: technology support at the school level,
vocational paraprofessionals, and clerical aides in grades
6-8. Mr. Nagle emphasized that the personnel allocations
are a preliminary "work in progress" and dependent
upon final Board approval.
"Help
A Child Smile" Mobile
Dental Program. Mr.
Nagle reported to the Board about a mobile dental program that could
be piloted in Title I schools for students who qualify for
Peachcare. The Board considered the benefits for providing
preventive dental healthcare to at-risk students but asked Mr. Nagle
to report on other systems who have used this
service.

RECOMMENDATIONS |

On the
recommendations of Superintendent Nagle, the personnel
recommendations were approved as presented.
