Present were Superintendent Charles R. Nagle, Chairman Regina Buccafusco, Vice-Chair Roxanne Whitaker, Mildred Blackburn, and Wayne Bridges.   Pastor Charlie Stakley from Redeemer Presbyterian Church conducted the invocation.

BOARD COMMENTS

The Board congratulated all those recognized and thanked them for their hard work.  The Board commented about last week's trip to Atlanta and enjoyed hearing good things about Columbia County School System at the GSBA Conference. "We feel very proud of our reputation around the state," added Mrs. Blackburn.  Also, the Board reminded the public about a  parent meeting on 12/15 for anyone being rezoned to the new Grovetown High School.

 

PUBLIC PARTICIPATION

There was no public participation at this BOE meeting.

 

BOARD APPROVALS

Consent Items.  The Board gave final approval of consent items: minutes of 10/28/08, 11/11/08, and 11/19/08October financials, employee travel, fundraisers, and partnerships.  The Board gave final approvals for the following: waiver request of Policy IED (2) from Greenbrier High, and request of waiver of Policy KG by Pastor Randy Monk, Covenant United Methodist Church (GBE).

Budget Amendments.  The Board gave final approval to the following Budget Amendments: Budget Amendment No. 24 - To budget matching competitive grant funds for River Ridge Elementary from International Paper Technology Tools, Kimberly Clarke Community Partners Volunteer, and Junior League ($3,947); Budget Amendment No. 25 - To budget the difference between the CTAE Middle School Support and CTAE Extended Day estimated budget and the actual budget ($8,792); Budget Amendment No. 26 - To budget the carry-over and new grant amount for Education for Homeless Children ($9,520);  Budget Amendment No. 27 - To budget matching competitive grant funds for Martinez Elementary from Junior League Grant ($491);  Budget Amendment No. 28 - To budget the difference in the estimated budget and to budget carry-over from Title IA  ($9,246); and Budget Amendment No. 29 - To budget the difference in estimated budget and actual budget for lottery pre-k (-$4,346).

Board Resolution.  The Board gave final approval for the Resolution Authorizing the Adoption of the 403B Plan  (view resolution).  Beginning January 1, 2009, only the following deferred retirement plan providers will be offered through payroll deductions: VALIC, Plan Member, and Fidelity Investments.

Board Policies.  The Board rescinded the previous tentative approval of revisions to Policy IDB - Health Education Program and instead approved  a waiver for the current school year. The Board gave final approval to delete Policy JDA-Corporal Punishment since schools do not use this as a means for discipline. Supplementary Instructional Materials.  The Board gave final approval of the recommendation of the Sex Education Parent Review Committee to approve the use of the programs from Discovery Channel, "Skills for Healthy Living: Sex and Consequences" and "Reality Matters: Sexual Pressures" as supplementary instructional materials for grades 8-12 (view materials). 

2009-2010 Projections.  The Board gave final approval of individual school projections and elementary and middle teacher allocations for 2009-2010 school year (view projections).

 

BUILDING PROGRAM

Project Update.  Mr. Nagle updated the Board on the various building projects going on within the county: reroofing projects at EES (view progress), MES, HMS, and LHS; and Grovetown High School on Chamblin Road (view progress).  The Board commended Mr. Beatty and the Facilities, Maintenance & Operations Department for promptly addressing the repairs needed at Evans Elementary due to roof leaks from recent heavy rainfall.

 

 

 

SUPERINTENDENT'S REPORT/ANNOUNCEMENTS

SPLOST Audit Report. Mr. Nagle reviewed the SPLOST Audit Report, which revealed that purchases are in compliance with the law. 

 

Superintendent's Student Advisory Energy Conservation Presentation.  Mr. Nagle updated the Board on a energy conservation project that members of his Student Advisory Committee will work to implement in the new year (view presentation).

PERSONNEL RECOMMENDATIONS

On the recommendations of Superintendent Nagle, the personnel recommendations were approved as presented.
