Present were Superintendent Charles R. Nagle, Chairman Regina Buccafusco, Mildred Blackburn, Wayne Bridges, and Mike Sleeper.  Pastor Greg Porterfield from Wesley United Methodist Church conducted the invocation.

BOARD COMMENTS

The Board expressed congratulations to the Teachers of the Year and pride that they represent the best in Columbia County.  The Board commented on a very smooth school opening and gave accolades to school leaders.

 

PUBLIC PARTICIPATION

No public participation at this meeting.

 

BOARD ITEMS

Board Retreat scheduled on August 27 at River Island Boat House Conference Room from 8:30am-4:00pm.

 

BOARD APPROVALS

Consent Items.  The Board gave final approval of consent items: minutes of 7/22/08 (rollback hearing and study session),  June financials, employee travel, fundraisers, partnerships, and GBU-Code of Ethics for Educators.  The Board gave final approvals for:  contract with Community Service Board of East Central Georgia, Memorandum of Understanding with Richmond County Board of Education Transportation Department.


Budget Amendments/Transfers.  The Board gave final approval to the following Budget Amendments/Transfers: Budget Transfer No. 2 - To transfer instructional start-up funds to cover books and periodicals for media and supplies for administrative offices; Budget Amendment No. 3 - To budget replacement computer ($1,226); Budget Amendment No. 4 - To transfer the 15% excess fund balance in general fund to a special reserve fund for capital projects ($2,900,000); Budget Amendment No. 5 - To budget the remaining balance in the Education for Homeless Grant ($37,398); Budget Amendment No. 6 - To budget additional funds for transportation upholstery ($13,700).


Board Policies.  The Board gave final approval to the following policies: Policy CGPD/GBRF-General Administration Personnel Expenses; Policy GBRF - General Administration Personnel Expenses; Policy CGPE - Administrative Personnel Non-School Employment; Policy GBRG - Non-School Employment; Policy CGPG - Administrative Personal Leave and Absences; and Policy JCAC - Student Sexual Harassment.  The Board gave tentative approval to the following policies: Policy CB/GBU (and GBU/CB) - Code of Ethics for Educators; CB(2)/GBU (2) (and GBU (2)/CB (2)) - Confidential Records; Policy CGK/GBLA (GBLA/GGK) - Administrative Tenure; Policy CGD - Administrative Personnel; Policy GBD - Hiring Professional Personnel; Policy CGI - Administrative Personnel Evaluation; Policy CGN - Administrative Personnel Resignation; Policy GBO - Resignation of Professional Personnel; Policy CGE - Administrative Personnel Assignment;  Policy GBA (4) - Employee Benefits; Policy CGPF - Administrative Personnel Professional; Policy KM - Visitors to the Schools.  All BOE policies can be viewed by going to:

Bid Results. The Board approved the bid results and awarded contract for Fire Alarm Systems to Dixie Communications ($183,258). 

 

BUILDING PROGRAM

Project Update.  Mr. Nagle updated the Board on the various building projects going on within the county: reroofing projects at EES, MES, HMS, and LHS;and Grovetown High School on Chamblin Road (view progress). 

 

PERSONNEL RECOMMENDATIONS

On the recommendations of Superintendent Nagle, the personnel recommendations were approved as presented. Ms. Terry PettyJohn was named Special Services Coordinator replacing Ms. Nicola Dovey.

 

 

 

SUPERINTENDENT'S REPORT/ANNOUNCEMENTS

Update on Opening of School. Mr. Nagle expressed that this has been the smoothest opening in several years.  Several classrooms have had to be collapsed and added at various schools across the county based on preliminary enrollment figures.  The student enrollment is 495 short from projections, however, schools should continue to increase in student enrollment through Labor Day. A few elementary buses have been running late in the afternoons based on traffic, and transportation will continue to monitor times and loads.

NEXT MEETING: The next scheduled Board meeting will be a Study Session on August 26 at the Board of Education Office in Evans at 5:30pm.
